Yes, the programs reported will convert file formats, but I've been watching
this thread, so that I can add the .ov2 format to my Psion EPOC app.
The .ov2 format looks like a very cut down version of the original .ovl
format.

Note, though, that the document linked to above is more useful for those
wanting to read the format than for those wanting to write it. In
particular, it doesn't make it clear how many skip records one should use
or how they should be organized. The converter TomTom makes available on
their website seems to do a pretty so-so job of optimizing them.
I think I got it sort of right in the gpsbabel code, based on my analysis
