I'm looking for a color handheld gps/mapping receiver that displays
topographical information in a 3d rendered image that allows the image to
be turned completely around, like a 3d sphere.

What units, regardless of cost, are available?

It isn't done on the GPS unit itself, but on a PC it does what you ask:
