i am interested in buying a Hughes HD-DVR250 DIRECTV HD Digital Video
Recorder. my potentially stupid question is: can i use this DVR without
direcTV subscription? or even a TIVO subscription? is the machine
blocked from being hooked up to a regular cable service? i like the
features that DVR provides, but i wonder if it is only for TIVO/Directv
customers? ANY help is much appreciated!! thanks!

No.

It's blocked in the sense of not recording anything unless the access
card indicates a current DirecTV subscription; AND it's blocked in the
sense of not having the hardware to interface with a cable system -- it
can only record DirecTV signals and ATSC OTA. Without a DirecTV
subscription, I believe you can use it as an expensive ATSC tuner, maybe
with "pause Live TV" functionality; but that's about it.

IIRC, Tivo is expected to put out a CableCard-compatible HD Tivo next
year.

You would be able to use it as an OTA receiver.
