My sister lives in an apartment. Since it is brick the owner will only allow a dish under a stairway which can not see any satellites! He also will not allow dishes on the roof. Shocked

Is this legal? I thought that apartment owners had to provide access, roof or otherwise. If you could provide me with the actual text, that would be very helpful.
