I am looking at a GPS that can do it all and the Garmin GPS 60CS looks
like the one. Can it use Garmin's marine maps though? I will be
using it for more than fishing but was wondering what type of software
it could use?

IMO the 76CS would be a better choice in your case as its a "marine"
unit which means it floats (the 60CS doesn't). It also has twice the
map memory (115Mb vs 56Mb). Garmin has a $50 rebate promotion on the
76C/76CS now.

BTW the 60C/76C series use the same firmware and except for the
packaging are virtually identical with the exception of the above.

The 76C/CS basemap is MUCH MUCH more detailed.
In addition to more local roads in the basemap, there are many more
rivers/lakes etc in the basemap. Easier to work one-handed too!
With rebate it's the same price, even without it I think its a
no brainer.
