its basically the same thing Clinton proposed in one of his state of the union address'
but now since George is saying it they are all against it..
If you go back and read some transcripts of some of the house and senate
democrats back in the mid to late 90s they were all pumping it up..
its quite hilarious..
poor democrats cant keep from shootin themselves in the foot every time..

In fact, the proposals were very different. Clinton did not propose
encouraging workers to divert payroll taxes into private accounts or
cutting guaranteed benefits. Instead, Clinton's proposal to invest
some trust fund assets in the stock market was a specific attempt to
avoid "drastic cuts in [guaranteed] benefits" -- like those Bush will
likely propose -- by allowing the trust fund to earn a slightly higher
rate of return in the stock market. Clinton also rejected proposals
that would "drain resources from Social Security," thus avoiding
trillions of dollars in transition costs.

another loosely written article with out facts and little actual truth
(snip)
n Helvering v. Davis (1937), the court held that Social Security was not
an insurance program, saying, "The proceeds of both (employee and
employer) taxes are to be paid into the Treasury like internal-revenue
taxes generally, and are not earmarked in any way."
{ isn't this the way insurgence works ????????? }
(snip)
In a later decision, Flemming v. Nestor (1960), the court said, "To
engraft upon Social Security system a concept of ‘accrued property
rights' would deprive it of the flexibility and boldness in adjustment
to ever-changing conditions which it demands ..." That flexibility and
boldness mean Congress can constitutionally cut benefits, raise
retirement age, raise Social Security taxes and do anything it wishes,
including eliminating payments
{ this is after 1953 when the republicans took the money out of a
special fund and put it in the general fund so they steal from it
