Starband is merely a customer (amongst many others) of Intelsat. It's
not Starband's decision. They're simply a tenant now left homeless
after a fire burned out an apartment building.
Moreover, there is an extensive process to move satellites which is
governed entirely by the FCC. One must have a license to build a
satellite, a license to launch a satellite, and a license to occupy an
orbital slot. All of these licenses are subject to public review and
comment. You can't willy-nilly move satellites simply because one went
poof.
