The following is a first draft of a Request for Comments for a new Big-8
usenet group called rec.video.pvr. The group will serve as a centralized,
non-vendor specific source for discussion and support of personal video
recorder hardware and software.

Note that this is NOT a formal RFC, but only serves as a starting point
for it. If enough support exists from participants in related groups the
formal RFC will be posted and the creation process begun.

Suggestions for changes to the charter, purpose etc. are appreciated, as
well as your likely vote if/when it reaches that stage.

REQUEST FOR DISCUSSION (RFD)
unmoderated group rec.video.pvr

This is a formal Request For Discussion (RFD) for the creation of a new
world-wide unmoderated Usenet newsgroup rec.video.pvr. This is not a
Call for Votes (CFV); you cannot vote at this time. Procedural details
are below.

NEWSGROUP LINE:
rec.video.pvr Personal video recorder unmoderated discussion and support

RATIONALE: rec.video.pvr

The personal video recorder industry has been experiencing an explosion
of popularity in recent years, and there are no signs this growth will
wane anytime in the foreseeable future. Currently, PVR related usenet
posts are scattered across a wide range of groups, from PC and Linux
hardware groups to cable and satellite TV groups, DVD hardware and
software groups, etc. Rec.video.pvr will serve as a centralized,
non-vendor specific complement to existing newsgroup alt.video.ptv.tivo
for discussion and support of these devices. It will also serve as the
U.S. complement to existing newsgroup uk.tech.tv.video.pvr.

This is the first in a series of several RFDs. This first RFD does not
attempt to provide all of the answers to the many questions that will
be raised throughout this process.

CHARTER: rec.video.pvr

Newsgroup rec.video.pvr is the home of unmoderated discussion and
support of personal video recorder hardware and software.

MODERATION POLICY: This group is unmoderated.

POSTING POLICY:

-- Articles with first-person references to goods or services for sale,
whether by commercial interests or private parties are not acceptable.
Informational posts regarding sales of personal video recorder
hardware and software by third-parties are acceptable.

-- Binary posts other than digital signatures are prohibited.

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposed newsgroups
should be raised and resolved. The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a
Call For Votes (CFV) may be posted by a neutral vote taker if the
discussion warrants it. Please do not attempt to vote until this
happens.

All discussion of this proposal should be posted to news.groups.
